PUBLIC NOTICE - CONVERSE COUNTY, WYOMING - REQUEST FOR QUALIFICATIONS (RFQ) FOR PROFESSIONAL DESIGN SERVICES FOR THE CONVERSE COUNTY ANIMAL SHELTER EXPANSION PROJECT

Converse County, Wyoming is now accepting Proposals from qualified design professionals with experience in expansion and renovation projects involving public facilities, specifically Animal Shelters, for the Converse County Animal Shelter Expansion Project. Proposals will be received and publicly read at the Converse County Courthouse on May 1, 2024, at 2:00 p.m. local time. Proposals received after this date and time will not be opened or considered. 

The Project generally consists of the conceptual design and cost estimates for an up to 7,000 square foot facility to be located adjacent to the existing animal shelter in Douglas, Wyoming. Design shall include expansion site work, facility planning and layout, ADA accommodations, and entry and exit features. Final plans must include all necessary expansion and renovation details including structural, mechanical, electrical, plumbing, HVAC, fire suppression, communication, and landscaping requirements. The Project will include three (3) bid alternates: 1) design of an animal enrichment area that includes repurposing bridge decking currently located on the existing property; 2) the renovation of an existing structure into a storage building OR demolition if renovation is not cost effective; and 3) Construction Project Management services. All information for the Project is available on the Converse County website under the "Bids" menu. 

Proposals must be clearly marked “Converse County Animal Shelter Project” and delivered to the attention of the County Clerk, 107 N. 5th Street, Suite 114, Douglas, WY 82633. Proposals cannot be changed or withdrawn after the submittal deadline, and handwritten notations or corrections will not be allowed. The Consultant is solely responsible for all costs related to the preparation of the Proposal. The County may conduct interviews of the top-ranking consultants in order to make a final selection. The successful Proposal will be approved by the County Commissioners for authorization to enter into a Professional Services Agreement for the Project. The County reserves the right to reject all Proposals and to waive any minor informalities or irregularities contained in this Proposal. Acceptance of any Proposal submitted pursuant to this Request for Proposal shall not constitute any implied intent to enter into a contract.
